3 You discern my going out and my lying down;

Not only does God know what we’ll do, but He knows why we’ll do it. Sometimes we don’t know why we do things. That really shouldn’t be a surprise to us since He knows everything anyhow, but we in the West love our privacy. There’s not privacy with God.
It’s very easy to get upset at this notion but that’s a distorted way of looking at this. How so? Flip it over and what do you get? God is intimately involved in your everyday activities. He knows your motives and all your foibles.
It’s a chance, therefore, for us to come close to Him, to commune with the God who created all that see and know.
We can get close to him, that is, if we so choose.
