Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience. This is also why you pay taxes, for the authorities are God’s servants, who give their full time to governing. Romans 13:5-6

Again, Paul writes these words to the church in Roman. They are being persecuted for what they believe. He is merely telling them that if they are going to be persecuted to be persecuted for “the right reasons.”

In other words, just because you do not believe a law is valid, you should obey it unless it disobeys God’s laws. If there are ways to change the law, then do it, but don’t be thrown in jail, fined or worse for disobeying sometimes silly man made laws.
