2 You who practice deceit,
your tongue plots destruction;

It seems David was thinking of politicians when he wrote this, wasn’t he? We laugh because we have all heard the spiels of the political class: promise one thing, get to their respective capitals and do something else. Very few stand by the words they say in public. Often they don’t remember what they said a year ago about a particular issue because they a fickle and change their positions often.
