Nooo! Of course He won’t be angry forever. It’s a rhetorical question to be sure, but it expresses how the psalm writer thinks God might have thought about God’s chosen people. When you’re experiencing silence in your relationships, your mind automatically jumps to the worst conclusion (for me at least), i.e., I wonder if I upset her. I wonder what I did to make that person unhappy.
So when God is silent, we tend to go negative. What if? What if? What if?
There are many reasons God might be silent, many of which we may never really know. The key is to press through because He’s not silent for long.
