Servants cannot be corrected by mere words; though they understand, they will not respond. Proverbs 29:19
It’s no accident that this verse follows the previous verse. Taken separately, this verse is next to impossible to grasp because it can easily imply that the “servant” needs to be beaten. Now, reread yesterday’s verse together with this verse. (Where there is no revelation, people cast off restraint; but blessed is the one who heeds wisdom’s instruction. Proverbs 29:18).
The visionary lays out a “big picture” plan and the worker bees, so to speak, carry it out, not by mere words alone but by visionary words. These words inspire the workers to do the work and to love doing it! For every visionary out there, there probably needs to be dozens more people willing and able to carry out the vision.
Churches function well when the vision is cast and there are plenty of workers to fulfill it. It was designed that way.
